What happens if I sync my ipod to another itunes that was restricted?
My ipod touch had restrictions on it, so I restored it, but on another laptop for a personal reason. Now I have to sync it back to the old itunes on where my ipod touch had restrictions.
Would my ipod have the restrictions placed back onto it if I sync with the old itunes?
Also, can you save app/game files on a usb stick?

1st question: No, it won’t turn the restrictions back on. The ipod settings is where the restrictions are controlled, not iTunes.
2nd Question: Yes, you can. However, It takes a little know-how and computer freedom. Seeing as you had restrictions on your itouch, I’m not sure you’ll be able to. BUT, I digress. The first step is be able to access hidden files, http://www.bleepingcomputer.com/tutorials/tutorial62.html. Once you have that privilege, head to My Computer, open Local Disk (C drive), open Program Files, open iTunes. Look in various folders for .ipa files. These are your apps. Transfer them over.
If that doesn’t work, you can register your AppleID to the laptop and re-download them there. If you go with that option, be sure to switch off auto-sync on your iPod when it’s plugged into iTunes. I’m not 100% certain, but if you plug the iPod back into the original computer and you have auto-sync, it may erase your data because there won’t be anything on the old itunes since you registered it to a new laptop. I’m not much of an iTunes expert though, maybe another answerer will correct me.
P.S. You should look into jail-breaking your iPod if its an iTouch (it’s not illegal, just voids warranty). Then you don’t even have to go through iTunes to get apps, and they’re free! Except it’ll cost you your integrity :P
